  • Overview

    Highly responsible administrative, managerial, and strategic planning work involving the establishment, coordination, direction, and evaluation of personnel projects and programs throughout the Alachua County Sheriff's Office (ACSO). Requires a high level of problem solving ability, self-initiative, good judgment, tact, supervisory skill, and knowledge of personnel-related ACSO policies, procedures, rules, and regulations as well as pertinent federal, state and local laws and ordinances.

     

    Work is performed under the general direction of the Captain of Administrative Services Division. Performance is evaluated through observation, conferences, results obtained and appropriate employee performance appraisals.

     

     

    Responsibilities

    EXAMPLES OF SPECIFIC DUTIES AND RESPONSIBILITIES: *

    • Oversee the daily operation of the Human Resources Bureau (HRB); coordinate and supervise the HRB staff.
    • Analyze existing personnel-related programs, procedures, and systems; evaluate alternative methods of providing personnel services.
    • Develop new human resource-related programs and assist in their implementation.
    • Supervise the establishment and maintenance of personnel, insurance and medical records for all ACSO employees.
    • Develop, maintain, and evaluate a recruitment plan which assigns and meets annual ACSO hiring goals and EEOC guidelines.
    • Develop, coordinate, and review screening, selection, and promotional processes; manage staff’s coordination of interviews.
    • Monitor personnel-related changes in state and federal laws; ensure ACSO compliance.
    • Review personnel-related policies, procedures, rules and regulations and initiate any needed changes.
    • Coordinate Career Service Boards and Complaint Review Boards; represent the agency at unemployment hearings.
    • Act as liaison with state, federal and private companies as it relates to the HRB and personnel functions.
    • Coordinate with private contractors to provide promotional assessment, psychological evaluation and other professional services, as required.
    • Prepare performance evaluations; recommend and administer any indicated disciplinary action in accordance with ACSO policies.
    • Ensure adequate training for HRB staff.
    • Establish, coordinate, and evaluate employee performance appraisal systems; prepare recommendations for revision, if necessary.
    • Review and approve HRB attendance, leave and payroll records.
    • Ensure that HRB equipment and supplies are adequate, that equipment is maintained properly, and that ACSO personal appearance standards are adhered to.
    • Prepare annual budget for the HRB and monitor expenditures.
    • Participate in and collaborate with management for union bargaining sessions.
    • Oversee the grievance process for the ACSO.

    KNOWLEDGE, SKILLS AND ABILITIES

    • Knowledge of the principles, objectives, and practices of progressive human resource practices and effective supervision.
    • Knowledge of statutory and legal decisions related to human resource management.
    • Knowledge of recruitment, selection, evaluation and promotion systems.
    • Knowledge of union bargaining process strongly preferred.
    • Ability to analyze complex personnel problems and develop effective solutions or recommendations.
    • Skilled in interviewing applicants for employment and appraising their qualifications.
    • Skilled in the use of office equipment including the telephone, computer software, printer, fax and copier.
    • Ability to develop, implement, and evaluate effective human resource programs, policies and procedures.
    • Ability to compile, prepare, and present surveys, statistics and reports in an understandable manner.
    • Ability to work independently to solve problems and make sound decisions based on available information.
    • Ability to plan, schedule, and coordinate multiple projects and programs at a time.
    • Ability to plan, direct, train and evaluate support staff.
    • Ability to handle sensitive or confidential information discreetly.
    • Ability to communicate effectively, both orally and in writing, including public presentations.
    • Ability to establish and maintain effective working relationships with other agencies, officials, administrators, co-workers, applicants and the general public.
    • Ability to set priorities and complete projects in a timely manner.

     

    SPECIAL CONDITIONS:

     

    May be required to work or travel outside of office hours.

     

    WORK CONDITIONS:
    • Normal office environment and hours. 
    • Tasks typically do not require lifting, pushing, or pulling heavy loads. 
    • Occasionally out of the office driving in inclement weather conditions.

    Qualifications

    EDUCATIONAL REQUIREMENTS:

    Preferred Major(s):   Human Resource Management, Public Relations, Business Administration or any related field.

     

    EXPERIENCE AND TRAINING:

    • Ten (10) or more years of experience in human resource management.
    • Three (3) or more years of supervisory and administrative responsibilities.
    • Any equivalent combination of education and training which provides the necessary knowledge, skills and abilities.

    CERTIFICATION AND LICENSING:

    • SPHR and/or SHRM-SCP strongly preferred.

    PHYSICAL REQUIREMENTS:

    • Sit for long periods.
    • Stand for moderate periods.
    • See and hear at a normal range.
    • Speak, read, write and understand English fluently.
    • Ambulate independently.
    • Lift/carry 30+ pounds.
    • Manual dexterity.
